Ludwig von Mises in Human Action wrote, 'Acting man is eager to substitute a more satisfactory state of affairs for a less satisfactory.' He then clarifies that action is not the same as expressed intent. Far too often people express a less satisfactory state of affairs and an intent to move towards a more satisfactory state of affairs but don't actually take action.
